Back in November 2025, the State Department announced changes to the application process and promised to announce registration dates as soon as possible.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It usually opens in early October, but no dates were posted, and on October 14, Judge Jinsook Ohta, ruling on a lawsuit by the law firm Red Eagle Law, ordered the agency to open registration, deeming the program&#8217;s suspension arbitrary.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On October 19, the administration filed an appeal and requested a stay of the decision pending review. Under the court-approved schedule, the registration period must be announced by October 29, open on November 1 for 30 days, and selectees must be notified by December.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Up to 55,000 visas are available, with an issuance deadline of September 30, 2027. Filing an appeal does not in itself overturn the decision, so the schedule formally remains in effect until the court rules on the request for a stay.<\/span><\/p>\n<h2><a href=\"https:\/\/ragheblaw.com\/blogs\/uscis-mandatory-online-filing-rule-2026\"><b>USCIS: Online filing may become mandatory\u00a0<\/b><\/a><\/h2>\n<p><span style=\"font-weight: 400;\">Paper applications at USCIS may soon become a thing of the past. On August 11, a DHS rule took effect: the agency has the authority to require electronic filing only for any form that has been available online for at least 180 days. The public comment period on the rule closed on October 13.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Twenty-two forms already meet this requirement, including the I-130, I-765, and N-400. DHS attributes the move to combating fraud and application errors, estimating applicant savings at roughly $518 million per year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So far, no form has been made mandatory: USCIS must announce each specific form separately and provide at least 60 days\u2019 advance notice.\u00a0<\/span><\/p>\n<h2><a href=\"https:\/\/www.bbc.com\/news\/articles\/c20d292gdp4o\"><b>ICE signs contract for electric shock gloves<\/b><\/a><\/h2>\n<p><span style=\"font-weight: 400;\">What sounded like a plan in August has now become a contract. First, the Department of Homeland Security issued a procurement notice for electric shock gloves valued at up to $20 million, and by the end of the month, ICE signed a deal: 6,000 pairs of G.L.O.V.E. units for $16.7 million, at $2,495 per pair.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The six-month contract was awarded to Kentucky-based Compliant Technologies, which the contract identifies as the sole provider of this technology.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ICE refers to the gloves as a de-escalation tool. Sixteen Democratic senators, the ACLU, and human rights advocates have opposed the purchase, raising questions about proportionality, medical safety, and operational oversight. ICE has not yet disclosed when or specifically who will begin using the gloves.<\/span><\/p>\n<h2><b>Bottom line<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Court battles over the lottery, updated USCIS regulations, and agency developments show just how quickly the immigration landscape shifts.
